Japan & Indiana Driver’s License Reciprocity

The State of Indiana and the Government of Japan have established a new reciprocal agreement for the processing of Driver Licenses. This is a great new step in the ongoing cooperation between Japan and Indiana. The announcements below are for Japanese individuals seeking a license in Indiana. For those with a valid driver’s license issued in Indiana seeking a license in Japan, the Consulate-General of Japan in Chicago recommends contacting the driver's license center in the prefecture where you wish to apply.

インディアナ州と日本政府は、運転免許証の申請に関する新たな相互協定を締結しました。 これは日本とインディアナ州間の継続的な協力において新しい大きな一歩です。

Japan & Indiana Driver’s License Reciprocity

The country of Japan and the State of Indiana have recently agreed on a memorandum of cooperation for the reciprocal exchange of driver’s licenses between our jurisdictions. We are glad to share the details of this agreement with you.

The process for obtaining an Indiana driver’s license when a customer has an unexpired Japanese driver’s license is as follows:

Applicants for an Indiana driver’s license begin the application process by applying through the Consulate-General of Japan in Chicago (or other Embassy Offices located in the United States) for verification of their driver’s license. The Consulate or Embassy Officials will translate the customer’s Japanese driver’s license.

(1)   A completed translation of the customer’s driver’s license* on a prepared, official document will be given to the customer. The translation will be in English and, titled “Certified English Translation of Japanese Driving License.”

The translation will state the following in English:
a.      All information found on the driver’s license, as it relates to the customer’s identity, driving privileges, and issuance/expiration dates,
b.      That the customer’s driving privileges in Japan are not suspended, revoked or otherwise withdrawn by Japan or another jurisdiction, and
c.      Must be dated within three (3) months of the customer’s transaction date at the  BMV.

The customer must also complete the following:

(2)   Pass a knowledge examination for a base driver’s license.
a.      Knowledge examinations are provided in textual and audio format for Japanese, English and seventeen (17) other languages for your convenience.
b.      Customers must not miss more than two (2) signs questions or six (6) traffic
knowledge questions on the examination.
c.      Knowledge examinations can be completed at any BMV branch without an appointment as long as the customer begins the exam a minimum of one hour prior to close.

(3)   Pass a visual acuity screening at the branch; or, the customer must bring with them SF 56520, Vision Screening Documentation Form.
a.      If a customer chooses to use SF 56520, the eye exam must have been completed        
within one (1) year of the BMV transaction date.

(4)   Bring their valid, original Japanese passport.

(5)   Bring their original driver’s license as issued from the country of Japan.

(6)   Bring their valid, lawful status document.

(7)   Bring their social security document (i.e., a social security card or W2).

(8)   Bring two (2) proofs of residency in Indiana.

Applications for an Indiana driver’s license may be made at any one of the BMV’s branches located throughout Indiana during normal business hours.

*Note: The BMV also accepts an International Driving Permit (IDP), or translation from other entities which complies with the following requirements:

  • The translation must be typed on a separate page on the letterhead of a government entity, accredited educational institution or translation agency.
  • The translation must include a signed statement from the translator indicating that the translation is complete and accurate, attest to his or her competence as a translator and state that the document has not been translated for a family member, friend, or business associate.
  • Translations must include the following fields from the Driver’s License:
    • Issuing jurisdiction​
    • Driver's license number
    • Full name
    • Date of birth (if listed on the translated document)
    • License class, including any endorsements or restrictions
    • Issuance date of the credential
    • Expiration date of the credential

この度、日本国政府とインディアナ州政府との合意により、2021年6月1日から、インディアナ州在住者であることが証明できる書類を有し、有効な日本の自動車運転免許証を保有する方につきましては、同州の自動車運転免許申請に際して、技能試験が免除されることとなりました。申請手続の詳細については下記(6)のインディアナ州の関係当局(Indiana Bureau of Motor Vehicles)にお問い合わせください。

(1)2021年6月1日から、インディアナ州在住者であることが証明できる書類(下記(3)の必要書類を参照)を有し、有効な日本の自動車運転免許証を保有する方につきましては、同州の自動車運転免許申請に際して、技能試験が免除されることとなりました。なお、学科試験、視力検査及び手数料は免除されませんので、ご注意ください。申請手続の詳細については下記(6)のインディアナ州の関係当局(Indiana Bureau of Motor Vehicles)にお問い合わせください。(なお、インディアナ州交付の有効な運転免許証を有する方が日本において日本の運転免許証を取得する場合にも技能試験が免除されます。申請手続の詳細については、ご自身が申請予定の各都道府県警察の運転免許センターにお問い合わせください。)

(2)技能試験が免除されるのは、26,000ポンド(Lbs)以下の総重量の非商用車に限ります。また、オートバイは排気量にかかわらず、技能試験の免除はありません。

(3)インディアナ州の運転免許証取得に必要な書類は、以下の通りです。
〇 日本の運転免許証
〇 日本の旅券
〇 米国に合法的に滞在していることを証明する書類 
(グリーンカード、米国のビザ及びI-94等合法的滞在を示す文書)
〇 インディアナ州に滞在していることを証明する書類を2点以上
(グリーンカード、住居の契約書、公共料金の請求書等)
〇 社会保障番号(Social Security Number)
〇 在外公館が発行した自動車運転免許証抜粋証明(3ヶ月以内に発行されたもの)
〇 手数料

(4)運転免許証の申請場所については、インディアナ州内のBMVの支所であればどこでも可能です。連絡先、所在地等については下記サイトをご確認ください。

日本とインディアナ州の運転免許証に関する相互免除について

日本とインディアナ州は、運転免許証の相互免除に関する協力覚書に合意しました。この協定の詳細をお知らせいたします。

有効な日本の運転免許証をお持ちの方が、インディアナ州の運転免許証を取得するための手続きは以下の通りです。

インディアナ州の運転免許証の申請者は、在シカゴ日本国総領事館(または米国内にある他の大使館事務所)を通じて、運転免許証の確認申請を行うことで、申請手続きを開始します。領事館または大使館職員が、日本の運転免許証の翻訳を行います。

(1) 運転免許証の翻訳*を記載した公文書が作成され、申請者に渡されます。翻訳は英語で、書面のタイトルは「Certified English Translation of Japanese Driving License」となります。
翻訳文には、以下の内容が英語で記載されます。
a. 運転免許証に記載されている、申請者、運転免許、発行日・有効期限に関するすべての情報
b. 申請者の日本での運転免許が、日本または他の国で停止、取消し、またはその他の方法で撤回されていないこと
c. インディアナ州自動車局(Indiana Bureau of Motor Vehicles、以下BMV)での申請日から3ヶ月以内の日付でなければならないこと
また、申請には以下の手続き・書類が必要です。

(2) 基本的な運転免許証のための筆記試験に合格すること
a. 筆記試験は、日本語、英語、その他17の言語のテキストおよび音声形式により提供されます。
b. 試験では、標識問題について2問、交通知識問題について6問を超えて間違えることはできません。
c. 筆記試験は、予約なしでBMVの各支所で受けることができますが、終了の1時間前までに試験を開始する必要があります。

(3) 支所での視力検査に合格するか、SF56520(視力検査書類)を持参すること
a. SF56520を使用する場合、視力検査はBMVでの申請日から1年以内である必要があります。

(4) 有効な日本のパスポートの原本を持参すること

(5) 日本で発行された運転免許証の原本を持参すること

(6) 有効な在留資格を証明する書類を持参すること

(7) ソーシャルセキュリティーナンバーに関する書類(ソーシャルセキュリティーカードまたはW2)を持参すること

(8) インディアナ州の居住者であることを証明する書類2点を持参すること
インディアナ州の運転免許証の申請は、インディアナ州内にあるBMVの支所にて、通常の時間内に行うことができます。

*注:BMVは、国際運転免許証(IDP)、または以下の要件に準拠した他の団体からの翻訳も受け付けております。

  • 政府機関、認定教育機関または翻訳会社のレターヘッドとは別のページに翻訳文が記載されている
  • 翻訳が完全かつ正確であることを示す翻訳者の署名付きの声明が含まれており、翻訳者としての能力を保証し、家族、友人または仕事関係者のために文書を翻訳したものでないことが明記さている。
  • 以下の運転免許証記載事項が含まれている
    • 発行地
    • 免許証の番号
    • フルネーム
    • 生年月日(元の免許証に記載されている場合)
    • 免許証のクラス(裏書や制限を含む)
    • 発行日
    • 期限

追加情報
個人の運転免許またはIDの有効期限はリアルIDの規制に従い2010年1月1日以降、一時的に在留資格を有する外国人の有効期限の計算と同じです。SAVEシステム在留資
格確認によってBMVに提供される在留期限までとなります。又インディアナの運転免許証の有効期限は従来通りI-94 の期限までとなりますのでご留意ください。
